With all the content out there now then back then everyone can't watch everything so less views then back then so hitting a million is good
Think of it this way:
1990-ish: Half a billion people watching 30 channels. A completely average (just mathematically speaking) share of that audience is 16.6M, so 1M would be disappointing.
2010-ish: a full Billion people watching 1000 channels. A completely average share is 1M. 1M is exactly right.
Total audience is larger, but spread around much more.
