Actually, NASA had probes on mars since the 70's - they were measure and took samples for long time. There're 2 reasons that it is a bit harder than we think: 1) The landing - to calculate perfect landing it is so difficult, Opportunity was almost crushed last time they have tried to land it - but it is still there and best part nothing has damaging its solar panels(it is there since 2004). 2) Growing food - growing edible food is very hard every where, that's why NASA want to send few kinds of agronomists.
But in the nest 15 years everything can change and we might have better technology.

Plot twist: mercury is actually much more habitable than mars. The gravity is nearly the same and it actually has an atmosphere that protects us. It would be harder to terraform, but a terraformed venus is much better than a terraformed mars.
