Is Pi Network a scam? - judging by the humongous project they already accomplish and amount of users they attracted (more than 3.5 million) you have to be a fool to use it as a scam. And you don't pay a dime after all!
Can you exchange it on fiat currency? - not yet, they still testing the Node to run the Network (Blockchain), and it makes sense, it is much easier to build the value when you have so many loyal users before the start.
With the unbelievable success of Bitcoin, there are thousands of Altcoins out there. Some are promising, some are dead already. Pi has the potential, developers now have to keep doing a great job with delivering a blockchain.
