I think women are worse than men because they are less intelligent (in average) and more affected by hormones

Actually, women have elongated lobes and differentiated areas for brain activity, so women actually have a higher IQ, if you found an entirely accurate way to test it, and brain injury does not affect certain aspects of their intelligence as badly.
Men has testosterone and the only reason you say women are more affected by hormones is men have their hormones 24/7. You could say that women actually have the most stable mind-set, but I think it depends more on the person.
