Somebody's not minding the lights (which we can't quite see from this angle). My guess is the yellow buss driver who doesn't wear his seatbelt either.

There are no priority signs so it's the one who's on the right has priority. The video is mirrored judging by the timer in the top left corner of the video. The yellow bus actually had priority. However, both are idiots going that fast on the crossroads
