lol, as if they had google in that reality or smartphones in that time period. And that was only the regional dex, so that's why it only has room for 151 Pokemon. And he prolly gave a blank or early prototype of the Pokedex to Red so that Red would have a purpose beyond just beating the Pokemon League and Elite Four and the previous champion.
