Armor would not slow them down, that is a myth. It all has to do with communication, since the radio was not around yet they had to have a way to easily distinguish between friend and foe. Communication is also why they still used line formations. Imagine the chaos if they tried fighting in squads, no one would have any idea where to go and what to do.
It can be explained by the creation of firearms, armors where no longer useful. The color on the other hand could have been better lol.
They still used the bayonet so some armor would be useful but it would also be expensive, we see that armor did make a comeback in WWI, when they realized that a helmet could protect from falling debris due to explosions. Such as artillery.
Don't forget there was an interm stage where practical armor was reduced to helmet and breastplate; comparatively light, allowing fast movement, reasonably good defense of the vitals against Arquebus (and later musket) ball or blade. It was a compromise to fit most combat situations, but it fit the needs of the time.
