go to a shop, buy a pack of pencils: B, HB, H, 2B and a pack of a4 paper (or sketch book)
go online -> google -> how to draw anime and manga
or
go to deviantart and search for groups with anime/manga tutorials

Allready have some pencils and a sketch pad. Also I go on Dragoart a lot to find tutorials.
I just suck at drawing the base.
