In countries where porn is illegal, they have to hire people to hunt it down, arrest the hosts if they are local, and block the site if hosted out of country.
In theory, it's the moral, right-thinking people who take the job to protect their nation from porn... but in reality, who do you think is going to volunteer for a job searching for porn all day? :P
