It's pretty shitty, but the blame for that goes to Disney.
In the original build, Elsa was going to be overcome by Darkness, turn into a monster wolf, that you have to fight to purify Elsa and get her back to human.
n KH3 began production before the Frozen movie was officially released; the game studio didn't get the full plot, just some production footage and early draft storyboarding. As you probably know, Frozen exploded into one of Disney's biggest franchises in their history. Something like 40,000 small Elsa dresses sold to delighted little girls around the world. Elsa is every little girl's hero!
At this point, KH3 is maybe halfway through production.
Disney was not sanguine with the idea of making Elsa the "bad guy" for the game's Frozen themed level. Their lawyers forced the game company to "rewrite" the level to suit their preferences. Disney Lawyers have sued Japanese animators for copyright infringement of a story concept that Disney stole from them... and won. Disney lawyers are fucking TERRIFYING!
So in the end the Frozen level of KH3 seems thrown-together and incomplete... because that's exactly what they had to do after Disney nixed half of everything they'd spent a year coding and designing.
Just seemed relevant.
