Why do you use the the roll to wipe your ass. Do toilet paper are expensive in Brazil?

In Israel we have 3 kinds of toilet paper:
1. Expensive - soft and gentle.
2. Normal - It is doing the job.
3. Cheap - No different from sanding paper.
