Cap has lifted the hammer a few times in comics maybe in the movies they will let him also
in the movie he couldn't

Ya he is sapposed to b one a of a few mortals that can lift it
What I find most interesting about this, and that no one has commented on that I've seen, is apparently Don Cheadle/ War Machine has made the jump from the Iron Man franchise and into the Avengers? Also, even though she's not with S.H.I.E.L.D. anymore, Maria Hill is apparently still throwing down with the big hitters. My guess is this is a carry over from her role in Winter Soldier. Regardless, i love this scene.
