Not the point.
To my knowledge, there's nowhere on the North American continent that temperatures drop below zero °C (see the snow outside the window?) that it is not very illegal to sell, mortgage, rent, or maintain, a residence that does not have a functional heating system of some form.
If it's this bad, all they have to do is turn up the heat a bit. This is deliberately choosing to suffer.
