Not necessarily. Even if the new avatar comes immediately after the old one dies, it would still probably have to be before Korra was conceived, not born.
Given all the difficulty they seem to have finding the new avatar, I don't think it's so predictable that they can know what her exact birthday should be. They didn't find Korra for years, she looked about five or so. Even the Air Nomads couldn't confirm Aang was the Avatar until he was even older than she (would be) looking about 10 or so.
They DO know the sequence of what tribe the next one will be born into (water-earth-fire-air-water) so they knew the new Avatar would be a waterbender, at least.
