nope nope nope hinatas supposed to be really shy and cover herself. WHAT HAS THIS WOMAN DONE???????????
There was an episode in Shippuden where Naruto and Sakura ended up in a parallel world, where most things were mirror flipped just for the sake of being bizarre. Sakura's dad was Hokage, and Hinata was an aggressive little tart whose personality reminded me more of Ino's. She also dressed more provocatively (pretty much exactly like this cosplay) She had some of the best curves in her age group, and wanted everyone (in particular Naruto) to notice it.
Naruto: "Sure was weird visiting a world where Hinata had a big crush on me."
Sakura: "....You moron."
Since that was about the only time ever in canon Hinata has dressed in a deliberately sexy way, you see that one-episode outfit a lot in fanart and, apparently, cosplay! ^_^
