I'd say that, the day after this, netting or some sort of extra bars, or even cushioning are going to be added to that rail...
...except that this looks like either an US inner city getto or a third-world country. If the latter, some neighbor might cobble some home-made safety addition together, for the sake of the kids and the community. If it's a US getto, I suspect there'll need to be another 50 kids put into the hospital before anyone lifts a finger. :(
