A child is 161x more likely to be abducted by someone she knows rather than a stranger.
Strangers, on the other hand, are ENORMOUSLY likely to respond to our deeply rooted tribal instincts to help a child in distress. Maybe 1 in a million people, this instinct is broken, but there'll be a lot else very obviously broken about them to serve as red flags even your 4-year-old can be made nervous by. Sadly, fear of having one's helpful intentions misinterpreted as predatory behavior and having their entire lives destroyed for trying to help one small child, may lead otherwise compassionate and rational adults to avoid coming anywhere near a child alone.
Just like anyone else, pedophiles are more interested in "romantic prospects" with "people" they know, to some degree or another. Lady, do you fantasize about that handsome daytime TV stud sweeping you off your feet, or do you fantasize about some random guy off the street you don't even know the name of? Same deal with those who like the kiddies a bit too much, and in not quite the right way that everyone else likes kids.
Rather than teach your children to live in constant fear of a threat that (in the very low likelihood they will EVER face in their lifetimes) won't be coming from the unfamiliar directions you're worrying about, teach them to talk and be friendly to all the strangers they meet, (but not go places with them without getting Mommy/Daddy's permission first). That way, when their weird Uncle Howard keeps trying to get them to sit on his lap and won't let them leave it, your kids know they can call out to a random stranger for help, and have a good chance to get it!
