Unless he was born without legs, and this whole complicated setup is necessary to X-ray him because his lack of legs somehow makes their normal methods for X-raying infants a problem.
...Or so I was thinking until i considered how much metal is in place around the bottom, probably the area where you would most likely want to X-ray a legless infant, which would interfere. Hmm...
