Racist how? Do you believe the artist is insinuating that the Japanese have... distinct drawing styles in their sequential art and animation?

This is clearly directed to the Japanese anime drawing style, and the "Here he comes from Japan" is insinuating that everyone from Japan has something to do with anime, which is totally wrong and stereotypical, in other words... offensive (maybe not racist, but clearly offensive). But I seriously love it, it gave me a good laugh, you could also say that it's offensive against US as well, because the guy looks homeless and is high, we don't know if he's from the US though, but you know what I mean.
