You can download software, but most softwares works as good as an online gif maker, choose a website that you really thinks it do it fast:
https://www.google.co.il/search?q=gif+maker&oq=gif+maker&aqs=chrome..69i57j0l5.2781j0j7&sourceid=chrome&es_sm=93&ie=UTF-8

You can also use Adobe Photoshop - the advantage of PS is the length, size and quality are unlimited.
But I found most of the GIFS online and I don't create them, so if someone share them on another websutes don't credit me, we are all copy-pasters :-)

Or you can literally just write "gif" in the URL after the "https://www." and before "youtube.com" so it becomes: "https://www.GIFyoutube.com/watch..." (no need for the capital letters).
