That's why half of them are going in there; to swap out their FHPs. Some will even throw the old used one in the trash properly rather than leave it in the stall for the next person to find.

I abbreviated "Feminine Hygiene Products", as a catch all term for tampons, maxi pads, and the less common new-agey alternatives.
Usually in the ladies stalls, there's a mounted dispenser box with little paper bags for them to put their bloody refuse into, firmly fold the bag closed to contain the odor, and drop it in the trash on their way out. What I kept seeing, over and over, is that some women had stuffed the filled bag back into the dispenser box and left it there. That's the equivalent of using some toilet paper to wipe yourself and wrapping it back around the roll for the next person. >_
