This is an art piece by Rainworks (http://rain.works) that was created for the students of Kimball Art Center in Park City, Utah.
That is really neat. How do they get what looks like normal concrete to do that?

All you need is a stencil spray that area and it will never get wet or in this case they sprayed the are around what they wanted to get wet
