Mostly just white males who owned land and money. No one else could vote at first (by first I mean the founding of the USA, not the colonial period in the picture).
The intent was to keep the illiterate, the uneducated, and transients who might not stick around, from messing up the new, fledgling government by voting stupidly for stupid reasons.
Now, voting stupidly for stupid reasons is a protected right.
