without CEO garbage collectors won't be able to collect garbage. They wouldn't have petrol, car parts and so on. They are too dumb to organize it. That what managers do.
You can't judge what CEO do before you would work as CEO. I was CEO of company with about 50 employees. You can't imagine how hard it was.
