Not sure, but the woman is wearing a hijab, and therefor almost certainly is a devout Muslim. The whole point behind the concept of the head covering is to forswear vanity regarding one's appearance. I'm not certain if there's a specific rule about makeup on a woman, but it certainly doesn't seem to be in the spirit of avoiding vanity, does it?

Now here's this very creepy guy video recording her doing something she might not want her community down at the mosque to know she's doing... not to mention posting it publicly online, as we can see. :/
