Reminds me of a little strip-mall type place I had to take my wheelchair client to once. First of all, the sidewalk circles the entire building, more than 200 yards in either direction, with only one ramp.
And where is that ramp, you may ask? Right on the end of the only handicapped parking space in the entire lot. Therefor, if a handicapped person visits and parks in the handicapped space, the singular ramp is therefor blocked.
This was pretty obviously planned to meet the absolute minimum of a building code inspection, and not to actually facilitate any people in wheelchairs to actually visit any of the stores.
