Actually I have seen this before. Used to have a couple of neighbor dogs that would jump the fence and come visit. Two of them would sit on top the fence just like this and see if we were home before crossing over to visit.

Quite friendly, sometimes they would come up on the deck and snack at lunchtime with us.

I don't know what magical land y'all live at but two dogs 10 years ago used to chase everyone. They didn't jump over the gate they dug under so they can get out.
