They usually refuse service to people not in cars (because walking in a lane meant for cars in dangerous, and if you get hurt on their property, they're liable.)

Could a drive through not have traffic? And could there not be some reason that there might be a jam at the front? Then logically couldn't an accident in a drivethrough cause a traffic jam?
PERHAPS, if we were only playing semantic word games instead of describing reality, though since the hypothetical scenario you offer doesn’t seem to actually be happening, I reiterate that this is not a “traffic jam”.
