That's an Artwork from The Secret World showing one of the 3 social hubs and homecity of the dragons... It's Seoul... and last time i've checked, Seoul was not on japanese territory...

it does contain the typical japanese influcene (sakura tree, the neonlights in the background...) but also some chinese (lanterns, roofs, the stone lamp) and even tibetian (the monk in the doorway... could also count as a konfucian monk(chinese)) What i'm sayin is, that this picture contains influences from the whole east-asian area but it shows the headquater of the secret society called "Dragons" which originated from Korea (at least according to the game, which was made by Funcom, a norwegian company... )
