Because libraries impose restrictions on the process of book using, however piracy doesn't. You could use or copy something infinite number of times

In the libraries it is forbidden to scan books even if you can read a book in library it is forbidden to scan, share, sell, so yes, it is piracy.

But it's forbidden to scan all the book, isn't it? Scaning some part of the book in some way is equal to listening a demo of an album (that's not a piracu either)
