Well, I'd say she's post-pubescent, just small-chested, but anime makes for an exaggeratedly childish face on purpose. Doesn't help that Neoteny is common in Japanese people to begin with; their baseline is skewed that way.

Truthfully I find the AI generated ones of the blond girl with the much more REALISTIC 10-year-old face, that someone keeps uploading here more disturbing.
