... You know, I bet that's why almost every business I go to, be it cheap fast food or and affluent office, the TP in the public restroom is the thinnest, cheapest, coarsest junk worse than any you could buy in a grocery store. It's not (just) that they're too cheap to by the good rolls (though that probably helps the decision) but if they bought quality TP, po' broke folk would start restocking their home bathroom out of their restroom.
I... have done this ONCE, nipping a single roll from a nursing home I was visiting, because I knew I was nearly out at home, but had a full fridge, and didn't want to make and extra shopping trip just for poop paper.

(Not that i took the last roll off the holder and left the next guy with nothing to wipe with, I mean. They had like six backup rolls stacked up on a shelf in there; I felt they could spare one.)
