I think that's how it started out as "Polandball" originally, but then there were more comics about a wider range of countries, and in fact the art is so simple many other people started using the concept to make their own comics (about their own countries and history they found interesting, for the most part) which kind of got unofficially added to the genre.
It's now widely known as CountryBalls.
