It's Columbia. For most of the year, a bikini-top is perfectly appropriate for the weather, most likely appropriate to the local culture that evolved in that climate.
As for being Socially appropriate, I leave as a matter of personal choice. (In this example however, the social situation is "sitting around her own house", so... yeah. I don't see the problem.)
