Add a bit of water before you shake it around. There's a bunch of dried, sticky stuff stuck to the sides and bottom that have lost too much moisture to move. Reintroduce moisture and you've got a few more showers worth of whichever.
Also works for handsoap dispensers, dishsoap, etc.
This is also a reason to always firmly close the caps of these containers, to reduce evaporation.
