I NEED HELP!!

So on the Russian version of this website, I found my original character that I had paid to get commissioned AND have full copyrights to was stolen! I need help in getting it taken down. I can't contact the up-loader and haven't been able to get word back from JoyReactor themselves. Every minute this is up, pissing me off further. This was taken without my permission.
