He's probably close to neutrally buoyant; that's the goal most divers aim for with their balance of weights and floaters. HOWEVER, with two buckets full of air, their inverted "weight" pulls him up towards the ice... or from the flipped over perspective; holds him "down", giving him enough "gravity" to walk across the ice almost normally.
