Most toilet seats are secured with two flimsy, plastic bolts. The idea being, I suppose, that they'll flex a bit with the lateral pressure you put on the seat when you sit down and get up. They're not very strong though. We broke two in our house before I got a new seat with steel bolts. I got to say it shifts around more than the nice, snug-fitting plastic bolts held the old seats, but it hasn't broke yet.
