It seems someone don't know physics - Let's assume that pokemons are exist, - but if you try to electrocute some fabric(organic material) it will be burn, because the can't resist the high capacity(Ohm's law). FYI high capacity of electricity can smelt the wires, that's why power companies use very thick wires to conduct the electricity to our houses.
I think the gist of the comic centered around pika being tickled by and absorbing the static electricity formed by the clothes tumble drying.
Actually it could be, washing machine's drum made of stainless steel, and it's not a good conductor so it might use a as semi-ground and makes static electricity. I'm not so sure about that if someone know I would like to hear his/her opinion on the subject.
Static is normally generated in a dryer full of clothes. We buy dryer sheets to put in with the clothes to prevent the clothes from clinging statically to each other, which makes them hard to fold. They're often marketed to us based on the fresh scent they leave on the clothes, but their core function is preventing the static cling.
(Alternative methods exist. My mother now uses something that looks like a bumpy rubber ball, which is at least re-usable).
Also, everyone Pikachu has ever electrocuted in the show is still alive, so I think we can safely assume his shocks aren't actually that strong. We also know he can vary how strong an electric shock he generates. They might not even be enough to light clothes on fire.
From the last panel here, it looks like Pikachu is generating just strong enough a static shock to make all the toasty warm clothes cling to him. Looks fun.
