You know... looking at this picture again, I think it's fanart for a game called Foundation, available on Steam. The village arrangement looks nearly identical.
Basically a medieval city-builder, you have a lot of customization options for large buildings like churches, forts, and the Lord's Manor... including jacking up the height of towers and steeples basically as high as you want.
