I was told it was primarily introduce to accommodate farmers (you know, people whose workday is largely arranged around sunrise and sunset). Mind you, the fact that Saskatchewan (Canada's province-sized wheat field) doesn't make use of it casts some suspicion on that theory. Hmm...
