Pretty sure it was a river that cut that swath between the mountains... but I suppose it's technically possible that the source was redirected and the drainage blocked, leading to a long narrow stripe of stagnant, unmoving water, thereby technically a "lake".

Look at the sides, this is due to drought. its just not so much of a lake anymore is it.
Lake Oroville has been subject to the drought like every other source of water only worse...
